Tacitus was a Roman historian who wrote this about an obscure tribal people who lived at the very edge of the known world. His book was written sometime around the year 98 CE under the title "On the Origin and Situation of the Germans".
The Elder Futhark is the oldest known runic alphabet to be used by the Germanic tribes. It is known to have been used as early as the 2nd century, barely 100 years after Tacitus had written his book. This makes the Elder Futhark the most likely and in fact only known candidate for the symbols used in the divining method described by Tacitus.
